1. Statutory Notice: Timelines for TenantsUnder Oregon state law, the requirements for a tenant delivering a notice to terminate a tenancy depend entirely on the type of lease agreement in place:

Month-to-Month Tenancies [ORS 90.427(2)]: Tenants are legally required to provide the property management company with a strict minimum of 30 days' written notice before the intended move-out date. This notice can be delivered at any time during the month, and the tenant is financially responsible for the prorated rent through the final day of the 30-day window.

Fixed-Term Leases [ORS 90.427(4)]: To prevent an automatic rollover into a month-to-month agreement, tenants must submit their written intent to vacate at least 30 days prior to the expiration date listed on their lease contract.

2. Form and Delivery of Written Notice: Oregon law requires notices to vacate to be delivered in writing. Crest & Valley requires all tenants to submit their notice to vacate directly through our online tenant portal or via email to create an instant, digitally timestamped record. If submitting a physical letter, it must be explicitly signed by all adult leaseholders and either hand-delivered to our corporate office or sent via certified mail. The notice must specify the exact date the tenant intends to fully surrender the keys and completely clear the premises of all personal property. The tenants should mention the forwarding address and reason for vacating for the check and final accounting to be sent to.  If a tenant terminates the lease before its expiration date, a lease-breaking fee of one and a half months’ rent will be due upon receiving written notice. Upon receiving this notice, the property will be advertised for rent. Property manager reserves the right to show the unit with at least 24 hours’ notice, and a representative will always be present during any showings.

3. Move-In Inspections and Baseline Documentation: To establish a clear, irrefutable baseline of the property’s initial physical condition, our team executes a rigorous move-in inspection before handing over the keys. Property managers walk through every room to complete a detailed condition checklist and capture high-resolution digital photographs of all flooring, walls, tracks, and appliances. In accordance with Oregon Real Estate Agency (OREA) standards [ORS 696.280], these comprehensive records are securely archived in our database for a minimum of six years. This data-driven baseline protects the tenant from being wrongfully blamed for pre-existing wear and shields the property owner’s asset from undocumented damage.

4. Move-Out Restorations and Cleaning Requirements: Upon vacating, the tenant is contractually required to return the dwelling unit in a clean and sanitary condition that matches the baseline move-in documentation, minus normal wear and tear. Tenants must remove all garbage and personal property, sweep out sliding tracks, clean out appliances, and ensure all solid flooring is clean. If a pet addendum was active, carpets must be free of pet stains and odors. Once cleaning is finished, the tenant must formally surrender all physical keys, gate fobs, and remotes directly to the property management office. A failure to return the keys means the tenant legally maintains physical possession of the unit, which can result in ongoing daily rental charges.

5. Final Move-Out Inspection and Security Deposit Accounting [ORS 90.300]: Immediately after keys are returned, Crest & Valley conducts a thorough move-out inspection, comparing the current state of the home to the initial move-in photographs. If structural damages exceeding normal wear and tear are identified, we gather competitive bids through our 0% vendor markup / minimum 3-quote guarantee to fix the property affordably. You will be charged for the following items which include but not limited to landscaping, burned out light bulbs & smoke/carbon monoxide detector batteries, too many holes, junk/trash, carpet cleaning, deep cleaning, lost garage opener/keys etc. Please change the utilities out of your name on the last day of occupancy to the property management name.
